will any of these top level domains be accessible without special configuration?
i'm wondering if the individual system configuration requirements is merely a temporary solution and whether these domains will ever be accessible from all computers. thank you.

It depends
Access to all of the OpenNIC domains is dependent on your ISP's willingness to query the root zone database for OpenNIC. Since OpenNIC is a crowd managed system, many ISPs have no interest in adding the OpenNIC Root to their system. We can probably convince some of the smaller ISPs to do so. And if we make enough of a stink about it, perhaps even the bigger ones will too.
